Metropolitan Region Rotterdam - The Hague (MRDH)

In 2015, 23 municipalities, including Rotterdam and the Hague, have joined forces to form a new metropolitan region located in the South and the Randstad area in the western part of the Netherlands. The metropolitan area's aims and strategies include the improvement of various economic sectors, diversity in amenities and services, and further development of daily urban system by improving transport linkages and public transport operations.

Around 9 of the municipalities that joined forces on economic development in the Rotterdam The Hague Region have signed the national agreement on sustainable public procurement. They commit themselves to an action plan for the next 5 years. The MRDH SPP Network organised a dedicated worksops about the new ISO20400 guidelines with presentations from PIANOo and NEVI, both organisations that connect public procurers and offer expertise about SPP. ISO 20400:2017 provides guidance to organisations, independent of their activity or size, on integrating sustainability within procurement, as described in ISO 26000. It is intended for stalkeholders involved in, or impacted by, procurement decisions and processes.

What have we been up to?

  • The Hague has signed a long-term contract that will lead towards an additional supply of more than 50 GWh generated by a new offshore wind park. The tender leading to this agreement will be published as a best practice here.
  • In September 2017 a delegation from the City of Rotterdam visited the project team of the Hague which presented on a best practice tender for the procurement of energy
  • Proving expert input regarding sustainability measures, cost data and performance contracting for projects to be started in Lansingerland (construction of a new school) and Ridderkerk (construction of a sport accomodation)
  • In May 2017 the MRDH SPP Network has been involved in the development of an energy saving strategy for buildings in one of the municipalities (Rijswijk)
  • Network event in collaboration with the Province of South Holland on the 10th of November
  • The 8 September 2016 the municipality of Leidschendam Voorburg hosted a network event on sustainable catering procurement
  • In April 2016 the network organised a special face-to-face meeting on the use of the Envirometer for procurement

Upcoming activities:

  • Setting up a new regional network event focusing on the innovative procurement of electricity and gas for February 2018
  • Assist municipalities in setting up energy audits for their municipal buildings

Results so far:

  • The network is supporting the municipality of Rijswijk in developing an energy saving strategy and in making a plan for the energy audit according to the Energy Efficiency Directive
  • In August the municipality of Lansingerland started on the project of construction of a new school building. The building specifications to be drafted should be based on Dutch recommendations for building "Healthy School", which include a definition of energy savings in terms of performance and not only conservation
  • MRDH Network will become a "Smart Infrastructure" project
  • Working group on tenders for several municipalities in the region, including social transport tender and purchasing of green electricity
  • The MRDH municipality of Capelle ad IJssel published a major tender for social transport services including considerations for user satisfaction, high social benefits and low or zero transport emissions
  • The municipality of Lansingerland published a tender on energy requiring Guarantees of Origin (GoOs)
